Die entscheidende Frage ist immer: wie konnte es so weit kommen? Am Beispiel der Gemeindewahlen vom 29. März 1931 in Stadt und Land Salzburg wird der politische Durchbruch der Nationalsozialisten - damals noch mehrheitlich Hitlerpartei genannt - dokumentiert. Historische Analysen von Wahlen Anfang der 1930er Jahre auf regionaler und lokaler Ebene tragen zur Erhellung der Frage nach den Voraussetzungen für den Aufstieg des Nationalsozialismus bei. Schon damals ließen die Hitlerianer keinen Zweifel an ihren mörderischen Absichten im Falle ihrer Machtergreifung. Kaum jemand nahm ihre Androhungen ernst, kaum jemand reagierte. Die in vielen Gemeinden wahlwerbenden Wirtschafts- und Einheitslisten, auf denen Vertreter der Christlichsozialen, der Großdeutschen, des Landbundes, nicht selten auch der Heimwehren und manchmal sogar der Nationalsozialisten gemeinsam gegen den Marxismus kandidierten, führten zu einer Senkung der Hemmschwelle gegenüber den Nationalsozialisten. Diese oftmals als unpolitisch bezeichneten Listen können als Durchgangslager vom bürgerlich-nationalen Lager zum Nationalsozialismus angesehen werden. Denn es war wohl den Wählern schwer verständlich zu machen, dass der Listenpartner auf kommunaler Ebene plötzlich bei Bundes- oder Landeswahlen als besonders gefährlicher politischer Feind angesehen werden sollte.
